FOWLR stands for "Fish Only With Live Rock", and refers to marine/saltwater tanks that have live rock, but do not have coral or invertebrates, the live rock is there to aid the water parameters and filtration. FOWLR is often used for fish that are not reef-safe but like the comfort that live rock provides in terms of hiding places.
